Man there's so many paths you can go with dance music, especially techno, but having about a 1.5-2 years under my belt I'd say all you really need to start is a decent computer, Ableton Live (of course you can choose any DAW, but Ableton and FL have the most tutorials and online content, and Ableton is better suited for techno and dance music, as well as being able to be used for live performances too), an audio interface, and a MIDI keyboard. Having another MIDI controller for volume levels, adjusting DAW specific parameters, etc. is nice too, but it's not necessary. Preferably a 49+ key keyboard with at least partially weighted keys, and as many knobs, faders, and controls as you can find. While Ableton has a good set of stock plugins including built in synth Operator, etc. you'll most likely want a few VSTs as well. Personally my number one used VST is Spectrasonics Omnisphere 2 for it's absolutely massive and unprecedented sample library as well as synthesis capabilities (for reference, it's under the category of sample-based synthesizers). Serum is fantastic and a must have IMO for it's versatility. Diva is about the best analogue emulation VST on the market, but of course CPU heavy because of it. A modular synthesizer system emulation VST is nice too as you can do so much experimentation with modular systems that's just impossible to replicate otherwise, do some googling for a good one of those, I haven't looked too hard.
There's so much, man. And that's just if you want to be computer based. You can always spend more money to build an actual modular system, buy hardware synths instead of using VSTs, use a hardware mixer instead of Ableton, etc. etc.
