He see's a child lying in the dirt, clothed in rags. It's frail skeletal form ravaged by months of starvation. Family all dead, no one in the world to help them. It should tug the heartstrings. He should help. After all, he can help, more than anyone or anything in the universe he can help. So God sends this poor child a gift from above; a nice cloud of flies to buzz at every crevice while he dies and a vulture to pick at his eyeballs. And to crown it all, once the kid breaths his last it's off the the fiery pit for all eternity.
