Precisely. Currently the vast majority of people who use drugs are uneducated on the subject - they take things with no idea of quality (or even what the substance actually is or what it really does) and are essentially clueless. If all were legal then people would know what the are taking and why - there would be no need for BL.
To clarify a little, I'm not suggesting that all drugs should be legalised tomorrow as that would obviously cause huge problems. What I would like to see is a staggered legalisation starting with the most likely candidates (heroin would be the obvious example) in tandem with a massive increase in education and harm reduction resources. Eventually - many years in the future - all drugs would be available to all.
It would take time and resources, and there would be massive problems in the short term but, in a generation or two's time, our decendants will look back on these years with the same sense of bemusement as we look back to alcohol prohibition - a futile and damaging exercise in stupidity.
I really don't see that there is any other option, nor should there be. Prohibition causes nothing but misery for millions and I just can't understand why anyone would be in favour of keeping such a pointless policy.
Well... I can live in optimistic hope for a brighter future I suppose 8).
