While there may be some truth to that statement, I think the situation is much more complex than stating that bromide as a written in stone fact of psychology.
Personally, I first started drinking alcohol excessively and smoking cigarettes at 16 years of age and did first started hard drugs (lsd, kind bud, ecstasy, and cocaine) at 19. I'll take the 19--The Prince of Heaven--over the 16--The Shattered Citadel--any day, of course, not only for metaphysical reasons, but because I like hard drugs (especially those hard drugs) better than alcohol as well, but don't let me interject numerology into this discussion.
