I think the information most people quote in regards to the legal implications of importing MHRB comes from posts in the Shaman Australis community.
After a fair amount of reading, I don't think treated powdered MHRB is of any concern to AQIS. The real question is how Customs view importation. Is an item containing scheduled alkaloids automatically illegal to import/possess, even if it has legitimate end use applications? (quite possibly?)
I've yet to see any hard proof apart from people quoting what they have heard themselves. The link I posted is about all I could find that was related to it, and even then its only for seed/nursery use.
Trying to scour the internet for this kind of information can be a tiresome process with all the information out there that usually has no reliable source.
Maybe if person X ordered Y amount of powered MHRB, and getting the source to maybe label it as dye usage and seeing how it goes getting into the country. I don't condone this, or recommend anyone trying it, but that seems like a way to see what would happen. Obviously it is a risk to take.
I couldn't see customs thinking too much of it. Seeing a bag of powder like that may raise alarm bells, but if testing didn't find anything, I couldn't see it being taken any further than that.
(Don't take anything I'm saying as fact, it's just me thinking out loud. I don't know first hand how these things work,etc.)
