.... semi-long post ahead...
Not to be a dick man but I gotta say that is horrible advice. Sadly there is a REAL difference between what the law should be and what it is/what police do. Maybe you have never been arrested before, idk, but if you have I would think you would know that like Lacey mentioned before spitting that I know my rights bullshit is likely to get your charges increased or a beat down among other things.
In the inner city cops are more like soldiers than police. They are in constant danger from people who hate them and gangs that don't mind killing them. So when you confront an already agitated, overly aggressive male who is feeling threatened constantly, chances are they will lash out on you horribly.
Also the police force is like a big fraternity, cops have no problems confirming their partners innocence or denying their lies in a court or to a judge. Rights or no rights, 10 times out of 10 people are going to believe two police officers over one junkie or crackhead.
But hey feel free to go try and cop a bundle in one of these neighborhoods and exercise your "rights". If you don't get robbed by the stick up kids or jump out boys chances are you will be stopped by the police. If you try that smart ass shit with them you will most likely be dragged out of your car, cuffed and thrown in their car whether they find the dope or not. And chances are if you are the type to say "I know my rights" you are going to have your rights violated in lockup. (I'm not saying no ass-rapings or nothing, but dont think that it will be a pleasant experience)
Your best chance in all actuality is to let them know you don't want any trouble and that you will be on your way as soon as they let you go and won't come back. Admitting you haven't copped yet and will just leave is about the only thing I would admit, if it all. It is more important to KNOW your rights rather than to try and flex them on the cops. Your rights will come in handy by knowing how to shut the fuck up until a lawyer gets there, thats about it.
Oh and they aren't really rights if someone (government) gives them to you, can change them, or take them away. Sounds more like borrowed rights to me...and if they do infringe on your rights freedom ain't free, you will likely have to fork over anywhere from 10k-50k just to protect these so called rights. That's one of the biggest reasons to not try and let the police know that you have rights, it is much more affordable to try and just take a little bit of a tongue-lashing and some public humiliation, and be let off with a $100 fine, then to go through the process of being arrested, getting charged, doing time, paying a lawyer, and rolling the dice hoping that you only have to do the time til your case is called, and not the likely multiple years a judge can throw at you.
Maybe it's just me though, and I'm the dumb ignorant American who doesn't exercise his rights at all times in order to avoid jail time and a hefty lawyer fee.
Yes I am aware these "laws"(if you wish to call them that) exist in some cities and towns. However, they do not supercede the constitution.
All I'm saying is please be aware of your rights. Excersize and defend them at all costs.
Edit - ^^^ That picture is absolute bullshit. I do not recognize the "cheif of police" as an authority figure capable of making such decisions, and neither should you. It comes into direct conflict with the 4th ammendment. You and I may go about our buisness in that or any neighborhood as we so choose, as long as that buisness dosen't conflict with the rights of others, and we are NOT subject to harassment/search.
If you are unfortunate enough to fall victim to such tyranny, contact a good lawyer and the ACLU, as there is little I or anyone else at BL can do.
