Alcohol "dependency" ends when you don't need it to function anymore. (If you want to call that being dry drunk, fine.)
Like a lot of drunks, I've quit the dependency dozens of times. Sometimes for quite a while, before picking it up again. Haven't been dependent in several years now, haven't been drunk in ten months; I will be drunk again someday, but hopefully not dependent again.
