I don't agree with the point that it's the polices fault. I don't agree with blaming it on a lack of police funding.
At the end of the day it is the individuals responsibility. Continually pouring additional funds into policing isn't going to save a society. There are obviously real tensions here. It is a community/societal issue - not something the police ought to be funded to fix. They're not babysitters/psychiatrists/stay-at-home mums. They're police, they're fallible.
Fighting violence with violence is not the answer, no matter how frustrated that mob may have been. They were just in it for the fun. A day to go out, get drunk and just generally cause mayhem.
