Joining two computers together by USB does not make one act as storage for the other.
But by configuring file sharing you can achieve that effect. It is normally not that hard to set up, but to set it up securely and to fix it if goes wrong requires you to understand the principles of computer networking, and the specific networking technologies of your operating system(s).
I think Windows will allow fairly easy file sharing out the box, though. Google windows file sharing.
