It means to quit and never use it again for the rest of your life. In other words: which are you more likely to fall back in to.
If we make the definition tooooo strict [ie, quit and never use again for the rest of your life], then I think we may be missing some important considerations.
Suppose that our heroin addicted friend had also been a smoker, but quit. Suppose that each time he lit up that first cigarette, he became a bona fide smoker for a full year, before being able to break away.
In that case, the cigarettes seem to be more addictive to him.
One can make the case that he never really "fell back" on heroin. After all, do you consider people who onlyt dose once or twice a year to be "heroin users"?
