Actually, I've never quite understood what people mean by this concept. I mean, of course, I know what they're trying to say, but I've never seen the rationale behind it.
In the same way people like to make themselves more attractive physically, it's been my experience to discover that they like to make themselves more attractive emotionally and intellectually as well. I'd estimate 75% of the population tell themselves they're better than they are, 15% of the population think they're a whole lot worse than they are, and 10% of the population have an accurate perception of themselves.
Therefore, I think if intelligence isn't initially detected, it stems from a different set problems such as shyness, nervousness, indifference to participate in conversation, fear of adversity, lack of knowledge on certain conversational topics, etc.
Basically, I think the majority of people are doing their darn hardest to hide their walloping gaps of ignorance [from themselves, included] as opposed to their comparatively manageable mental strengths.
