Yeah in the USA/Canada you can take a substance to a private lab to get it analyzed but you have to provide your personal and contact information when you drop off the substance. If it is in fact an illegal drug, the lab calls the authorities and gives them your information.

Well the situation is pretty equivocal and scene dependent, there is still a pretty big gap between de jure and de facto, and media stimulated ignorance and political condonement.
It's like: well if you MUST then let's support some harm reduction on one side, but there is also controversy and total misunderstanding plus the resulting (mis)judgment from unexperienced people. It's not all that clear and you can hear many different voices debating about this.
In practice you'll have to hide your drug use just about anywhere that's not your own living room but at home you can do whatever you want as long as it's not looking like trafficking and it's not causing nuisance around you.
Recent political development doesn't tolerate drug use at dance parties even though it's abundantly clear that prohibition doesn't work. A big problem is conservative christians who are being moral dicks about stuff they actually don't know the first thing about but they don't care about the harm it could cause to go about it like this. There are enough experts on the matter that do know, but the populus is biased and populists score an easy goal.

I had a vision at Shambhala of what cities are going to be like in the future. At the center of all cities will be the play area. All of society is based on play, and wants to spend as much time as possible in the play area. However, around the play area is all the infrastructure, and everyone has to go contribute to infrastructure when they are not playing, sleeping, or eating. Everything is based on play, burning man all the time, everywhere !
 
I have another vision. Shared bank accounts. Everybody in a whatever sized community puts all their money into one bank account, and they all share the same bank card. Interest grows for everyone, no more lull in the economy

I know its lofty right now, but it will evolve. I will bring this idea into this reality. I thought of it because I need to get home to see my family, but I'm quite broke, so i'm going to get in touch with everyone, and see if we can set up a bank account and put money into it and keep putting money in it, just enough so that i can get home to see my family. I have a lot of aunts and uncles and stuff like that, but I have to see them

why would people contirbute to society when they can just spend all day at the playground?

And as for the bank idea, in a large group the same thing would happen. Why would one want to contribute money to the account when there is money already there for the taking. Although i can see the idea working in small groups. i do it with my gf and it works quite well. But we both contribute.

Your ideas sound lovely and quite idealistic but IMO not realistic enough to put in to action.
