As I said, raw(unfermented & unroasted) cocao beans are not sold for consumption. Due to their perishability, they rarely leave their country of origin before at least being fermented and dried. Roasting often follows this but they can certainly be shipped beforehand.
Unless you have a cacoa tree in your backyard(and this seems unlikely as the plant itself is very finicky and only grows 10° +/- the equator), you're not eating raw cocao beans.
