I think at the moment the people with the ability & resources to "flood the market" with meth just simply don't need to. If you're already shifting as much cocaine, heroin etc as you possibly can then why would you need crystal meth and the extra risk associated with creating a new market? Like MSB's just said, we'd probably see it kick off more if there was a serious lack of other drugs (like in Australia).
I think another problem with meth amp is that it is sold relatively pure. And when you give someone a baggy that looks like it just has residue in it for £20 they aren't going to be a repeat customer... So many people use drugs because they have a fixation with whatever method they choose to administer them. Half the 'coke heads' in the country are actually just 'lidocaine and pro plus heads'. It's the same reason MXE didn't take off on the streets like mcat. People couldn't just sit there being the big man hoovering up line after line for days on end.
