I don't care if you live in bfe, a 16 year old girl spun on hard drugs is only a matter of time.
Of course, judge every case independently, but there is a real chance of this girl getting her head straight.
Let's leave this on a positive note. A nice reality check followed by a strict follow up with rehab and counseling, can fix this.
How I was raised and where I come from, a 16 year old girl can be bright or obiviously well in over her head.

In certain situations, it may be very different.
Some how, this chick got turned on to the wrong combo. She can be helped.
Who cares how this started. Do you save a life or let it die. If dude ( the whole thing makes me wonder about about OP) really loved her and has a way to not let her die, I say go for it.
Shit, you anonamously call probation or something similar and simply point out that girl needs help. Most people will look into it.
