That really depends. I plan to render in an almost "frames-like" method since forums can be dumped into an almost csv/spreadsheet value.
Backstory.. I'm resurrected a project idea I started a year or so ago when I snaked and reregistered tarisspeed.conforums.com to bring an old forum back to life. If you dont know the history of tarisspeed, look it up. Digg might have something. The forum host wouldnt restore the original owner's content so now I own it and it just lies there.
I mostly just wanted to keep it alive, and thought it would be cool to have a platform independant forum app that did exactly what I described above. It could in theory, be applied to any forum once setup...almost like an IRC server where you just select the appropriate source and the client does the rest of the work.
Its really no more complicated than that. Then yes, skins, and all that could be added at will. I think it's a pretty neat idea personally
To better answer your question:
Raw would be easier and more efficient by FAR, but parsing would make the end result more universally accepted by platforms.
