Any way of two or more people deciding what to do is a "political system". Different systems exhibit different agendas. Capitalism (and state capitalism aka Stalinism/Leninism/Maoism etc) exhibit agendas related to exploitation of workers by bosses. Divisive, power-struggle agendas.

Workers (or "people" if the word "workers" makes you queasy) getting together and agreeing stuff democratically exhibits a less problematic agenda.
