Start one in Austria, or figure one out in North Carolina.

That's the gist, you'll probably have to kind of figure it out as you go if you want to host a BL meetup. That means, making some acquaintances and communicating etc etc. I'm gonna go ahead and wager it would actually take a fair bit of planning wherever you decide to have it. Nobody likes showing up to a poorly organized event.
