why aren't you allowed to drive without a destination? that seems incredibly stupid to me.
It's one of many laws that I'd consider last in priority for removal because it's stupid...
Driving causes accidents, if you don't have a reason to be on public roads then don't be on them. It can be seen as a form of loitering.

Yes, the cops in baltimore are very strict and quite in touch with the rough reality of the area. More then once I've been stopped by cops in guerilla gear, street clothes, and camouflage who proceeded to terry-pat me before saying anything. They hide in the alleys and pop out when you walk by, or snag you as you stop at a light or turn.
Just be adamant, polite, firm, and confident. 'Know' where you're going, your name, and have ID on you.
It'll be a brute but concise experience and if you know your rights, be polite, firm, adamant, and polite, it'll be that much quicker. These guys work very fast so they'll pass you over quick if they think you're gonna hassle them with rights. Just don't put anything in the obvious, don't carry when you're out copping, and get the fuck out after you cop.
Fortunately for druggies baltimore dealers work in large groups and have watch-outs everywhere (every black guy on a bike is patrolling for cops and local trouble) so where you find dealers and large groups of people flocking you won't find cops. Be weary of dealers by themselves and young dealers. Always go to older dealers with large numbers of cars driving to them and leaving quickly, with multiple people around them, and kids on bikes loitering around, and aren't hanging in front of a store porch.
