In my opinion it depends on too many factors,
if I'm horny I consider "fuckable" at least 15-20% of female population, if I'm actually focused and centered then I only like some specific persons, and it presents in a form of intuition, like a burst, normally called "love at first sight", a strong impulse of attraction. I would say that the amount of female population that can make me feel that is below 0.5%
