Maybe they just dont know it yet. Im sure there are many RCs not classified yet as they never thad that problem there. Maybe some precursors that are also currently unwatched.
Has the potential to bring back some of the ”classics”
If a guy can make methaqualone with a couple of buckets and a sock there must be someone more sofisticated around able to set up a proper lab and make better things

In some countries they are not classified but they can be taken as illegal drugs if they want to. The laws are being unclear in both ways.
There are actual meth labs set by asian or mexican cartels for example . I think South Africa is a big producer/user also Nigeria produces a bit too. Precursors are being watched but with corruption anything can go in and out. You would need a bunch of connects and money to setup a lab to produce RCs that got no local market except in the richest countries night clubs maybe...
The continent is a vast transit hub with cocaine from west africa to go to europe, heroin/meth coming from east africa, while meth, cannabis and khat are produced locally. So yeah I guess it's not like drugs are bad quality or unavailable. There are plenty, cheap, and quite pure most of the time. I've had heroin in east africa, it was the best stuff I've ever had since I've been to central asia a decade ago, cannabis is widespread and khat is everywhere. As for the pharmaceuticals many are OTC but also can be found in open markets. No fancy stuff like hydro-morphone and stuff but the classics are definetly there. It's not so easy to get drugs in some places but again Africa is so big it really depends where you are.
I dont think anyone really need RC opioids/cannabinoids/meth analogues. Maybe some psychedelics but thats it. The continent is already facing heroin and meth epidemic.
