When it comes to what age is the proper one to start cycling you're going to find a variety of opinions. In the end, it really comes down to the individual and not a distinct number of years someone must reach first.
There are cases where someone took them at a young age and suffered from terrible sides, but this also happens as you get older. I've seen a study on another anabolic forum that shows older men having a harder time with certain sides of recovery while younger men were recovering easier, this makes sense in a way as you get older it would make sense that your HPTA won't be as strong in terms of starting back up again.
However, everyone is unique, if you want to cycle i'd first make sure to have a solid diet, workout, and clear progression. This isn't neccessarily because if you do steroids without these things that you'll become fatally ill, it's because without these things you're wasting your money getting steroids only to lose the gains later on in PCT or Post PCT.
If you feel you can truly make the most out of steroids at the stage you're currently at and you feel as if you need that extra boost then by all means do the research and learn how to safely cycle. I know people that have been cycling since they were in high school for years on end with little to no sides and recovered even without a pct years later. I also know people that cycle just a few times and end up on HRT, in the end its up to you and whether or not you think its worth the risk vs reward.
However, in my opinion looking at your stats, i'd wait a little while longer to gain more weight and lower your bodyfat. There's more you can do with your body at this moment that doesn't require steroids. Does this mean that steroids won't get you there faster? No, of course they would. But when deciding to do steroids don't just consider the muscle building effects, you have to take into account the hit it does on your immune system, your lipids, liver/kidneys if you're taking orals, etc.
If you can make gains without damaging your body, you really should. However, you're also an adult so you'll do what you want. Just research and try to learn the most you can before hand.
