Not sure that I like the "victim" terminology much. I mean, the mother of a heroin addict is a victim of their child's heroin addiction in the same way that I am a victim of my brother's multiple sclerosis. Well, I do not consider myself a victim of his MS. I am his brother and his disease distresses me in that it hurts me to see him deteriorate towards an early death, and it places demands on me which would otherwise not be present. But I'm not a victim, I just have a brother with an illness.
What I dislike most about this turn of phrase is that it plays into the hands of those who would paint drug use as a crime with victims.
