This is a tough one. It certainly goes deeper than just saying, "If nobody confesses than let em go!" That's silly! I do agree that it's what SHOULD happen, but I also think that drugs should be legal. To figure out what should happen in these situations you have to look at it from the perspective that drugs are bad, and they should be illegal. Take the drug law itself out of the equation and look at it solely from a constitutional perspective.
At the point that you've got it in that perspective, you can make a fair unbiased decision about it's constitutionality. It's not right to arrest everyone. So some other action needs to be taken. If extra time must be taken, then that's what has to happen. A cop's lazyness certainly should take a back seat to the protection of our constitutional rights. More in depth interogation should take place at the scene.
