Some women are just too anxious/self-conscious.
It might be a good idea to talk to her and politely ask if there is anything you could do to make her more comfortable with it.
It might just not be something she wants though, in which case you have to respect that.
 
I appreciate your reply arrall. I’ve been down every avenue of the communication pathway and there’s no changing her mind. It’s definitely anxiety/self consciousness, and likely related to her deeply religious upbringing where everything sexual was a sin. I just miss the pussy smorgasbord I enjoyed before I was married.
