Three days before a local teen died, she made a decision that might have cost her her life.

Shelley Hilliard, 19, a transgender woman, was about to be arrested for possession of marijuana Oct. 20 when police offered a way out, according to testimony during a court hearing Thursday. She could set up a drug deal.

With the police listening on speaker phone, Hilliard used her cellphone to call Qasim Raqib, telling him she had someone (an undercover agent) who wanted to buy $335 worth of cocaine and marijuana, according to testimony during Raqib's preliminary examination Thursday in 36th District Court.

When Raqib arrived at the Motel 6 in Madison Heights 20 minutes later, police arrested him.

Raqib, 30, of Detroit, was released several hours later. Three days later, the mutilated body of Hilliard was discovered ablaze in the street on Detroit's east side.

Raqib was charged with the murder. His preliminary exam resumes Jan. 13.

During the hearing, testimony suggested two days after his arrest, Raqib bought a prepaid cellphone that he used to lure Hilliard to her death.

The next day, Hilliard received a call to meet a man at 1 a.m. at 933 Longfellow St.

She was driven to the site by Robert Mullen, a taxi driver who testified during the hearing that he took Hilliard on all her calls.

During the drive, Hilliard told Mullen she was worried about payback by Raqib for turning him in. Mullen arrived at the dark neighborhood to find three people, but couldn't identify them.

Soon after dropping Hilliard off, Mullen got a call from her sounding scared, testified Mullen. The phone then sounded like it fell to the ground and went dead, he said.

He returned to 933 Longfellow but there was no sign of Hilliard or the three other people, he said.

Mullen tried to call Hilliard several times. At first, the calls rang before going to voicemail. They then went directly to voicemail, suggesting the phone had been turned off.

Her burned body was discovered 3½ hours later on a service road along Interstate 94.

What a tragedy.

Inb4 "that bitch got what she deserved! Snitch blah blah snitch blah."

This girl was 19 years old and I don't care if she snitches, no one deserves that shit.

Well being that i am in this almost exact situation she would never be in that position if only weed were legal. I dont care about the rest of the drugs but to ruin 2 people's life because of a fucking plant is ridiculous. I dont think this should happen to anyone but if you play the game and play it like that its gonna come back on you. And you if you are too naive to realize this then well i guess its better for you not to reproduce.

Not saying she deserved it, but she turned a man in for doing exactly what she herself had been doing. I guess being a hypocrite can screw you in the ass.

Sad but she really fucked up. If you are going to snitch at least make sure the police are going to attempt to conceal your identity. Another couple souls for the drug war to chew up.

I don't think she deserved it but she should have known this was a possibility. I wonder if the police made that clear when she agreed.

I don't feel bad for her.

People who do drugs and then go set up dealers when they get caught with them are hypocritical scum.

Of course they didn't. The most important thing is that the evil sticky icky is off the street and a couple less people are getting stoned tonight. Teenager burned to death is just collateral.

I have really no ill or wills in this matter. This is how the world works sometimes. I don't suggest you do illegal shit if you ain't real smart. If I get caught I am going to jail. I been to the beast so I know that life. I can slip back real quick like. I ain't gonna need to, but just sayin'. I been to jail and ain't said shit and I am alive and well and matured and moved on.

Why would she even go near the guy again??? Ugh this is such a fucked up situation and the fact it started over marijuana makes me shake my head. Fuck the police who told her to turn him in.... They don't give a fuck about anything but stupid shit. "Oh I'm going to let someone die so we can get this small time dealer." Well, then again the dealer who killed her probably committed other murders... So luckily they got him now.

I really can't stand all this "snitches get stitches" sort of mentality. The kid was probably scared shitless, got tricked into striking a deal with the cops, the cops didn't have her back at all in the end, and so she winds up dead. Don't act like the drug dealer isn't at all at fault for fucking murdering somebody.

That and the fact its in Detroit. Bitch should know better than do something like that in the D and think the cops there got your back. I dont live there and i would rather sit in jail than to think those guys hav emy back.

Yeah she should of sat in jail, smh... But sitting in jail as a transgender in detroit man... I dunno about that either.

(No am not against gays lesbians or transgender or trans anything)

Sheesh, I mean she didn't deserve to be beaten/mutilated/killed, farout.. RIP.
But I still don't think her decision of a set-up was correct either, nor the behaviour of the drug dealer.

lol - nooo shit, any of those freaks have and will "snitched" on someone.

do you guys really think the biggest baller dealers dont work with the law?
of course they do...then they do shit like this to people who think they are bad asses.

This is kind of things go in the black market. If people want this to stop we need to kill the root of the problem (that drugs can only be traded on the black market). This comes as a surprise to whom?
