There are many things you can do. You can toss runes up in the air and see which ones land face up or face down, and then interpret meaning from that. You can select single runes from the bag after asking a question.
Runic magic involves using runes in combination... so when you draw runes and place them in sequence, that sequence has a very specific meaning. But those meanings are not known to me because I did not study it too in depth.
I think whether or not runes have power depends on the practitioner, and one's ability to raise magical power. Runes are also a projection tool, like tarot cards, so you can use them to receive insight into your own psyche.
