How do we go about getting these GC/MS?

If you mean the device, then all it takes is ~$100,000, and a gas cylinder each of very pure H2, AIR, N2 and sometimes Argon. The H2 alone is around $1,000 per refill. Oh, and you generally need pure samples of all drugs, cuts etc to verify a result. Second hand units usually go anywhere from 10K up, but s/h GC without the MS can be picked up at auctions for very good prices.

If you meant where can you get a GC done; most universities have several, as do analytical companies, police, and some hospital toxicology departments to name a few. But if you were to submit an unknown substance for analysis to any of these places, you would most likely get the result by way of a policeman knocking on your door.
