"Ninis" = Contraction: "Ni trabajan ni estudian", Literally: "[They] Don't Work and don't study"

The Governor of Chihuahua Cesar Horacio Duarte Jaquez proposed this week that the 'ninis' presented 3 years of military servce, to prevent them from being recruited for the organized crime and cartels.
Governor Duarte said he would present his law initiative to the Congress, which pretends to recruit ALL legal age people (18+ years old) that don't study and don't work, with salary and studies.
"With this measure the government will channel all the 'ninis' to incorporate them into the Army or the Navy, in all their tasks, and they will receive the right to receive a salary and studies, so as to establish a force that will lead them to change their mentality and behavior", the Governor said.

The observer from the State Human Rights Comission, Gustavo de la Rosa Hickerson considered that the governor's proposal implied a constitutional ammendment to article 4 which refers to the liberty to choose a work, and declared that "staying in their homes and doing nothing is not illegal, in other words, obviously, it is legal to be a 'nini'".

In the political side, this proposal would have to be embraced by the PRI party, which as of today is the biggest political force in the country.
As it's not very popular, this could be a blow to the party's dominance.
The observer also said that he would love to see how they would get the sons of politicians 'ninis', and rich 'ninis', of a higher social status, to work.

This week also, academics, profesionists, entrepeneurs and human rights advocates, urged the government to rescue hundreds of kids of 13, 14 and 15 years who reside in the 24 neighborhoods close to El Paso border, to prevent them from becoming a nest for the cartels.
"When the War on Drugs started, this kids had 13, 14 and 15 years and now they are 17 and 18 years old, they became the deads and killers; if nothing is done, in 3 years this kids will become the murderers and the victims" Rosa Hickerson said.

Well this happened in Mexico last week, interesting and seemingly nice idea this Governor proposed. So if it passes, it looks like I'll be the first one to be drafted..

What is to stop a whole bunch of soldiers pissed off at the government for drafting them, from succumbing to corruption?

They would be only a very small percentage of the army and navy overall, a couple thousand of conscripts dispersed throurogh the country cleaning, cooking and driving officers.

guess this way theyll atleast get paid... but then again its still money made from war

So the government is going to recruit these people, train them in military tactics and methods of killing people with various weapons, then after 3 years let them go and get drafted by the cartels who will pay them proally double what the government did and the cartels will have trained militants, awesome tactic :(

Actually that makes perfect sense..
It has happened before and is happening now:

Yeah the Zetas (a cartel) exported trained elite military units (the kaibiles) from Guatemala.

Exactly what I was thinking.
Why not pay them to do something else, that actually helps society, but doesn't teach them to kill?

I should think that in order to give this sort of ultimatum, all education would have to be made available to low income families for free.

It's not fair to say, 'go to school or get drafted' and then put school out of reach.

agree 100%

It just maintains the status quo. Born into a poor family? Sucks to be you.

when I lived in Mexico, higher education was free. Has this changed?

Nah! It was a law they passed, it makes high school and kindergarden mandatory it was during the Fox administration. As it is a law and was very popular, it's very unlikely they will repel it. And yes, the government has always offered free school from kinder to highschool but since circa 2004, is mandatory to complete all of them.

Remember they will get paid and they will be offered studies, technical studies probably.

mexico's foundation is the cause of all this grief. the corrupt, inbred aztecs and then the dregs of superstition ridden europe invade .

What is to stop a whole bunch of corrupt officials from accepting bribes instead of the idle children of the rich?

3yrs is a very, very generous time table to give such a forecast on.
/cartels pay more than the gov, until that changes, soldiers/cops in mx will continue to be offered the standard plato o plumo (silver or lead), and that means you either got new soldiers on w/ cartels, or you trained a good, patriotic soldier, only to have him murdered. GGgggreat tactic, probably about as useful as calderon's original tactic of making this a soldiers v cartels scenario 8)

Without foreign soldiers intervening, this will.not.stop. It will get worse.

Didn't even know it was one....not nearly as well versed in colombia's war as I am in mx's.

And yeah, police chiefs and their crews are still regularly surrounded, given the option, and either join or are killed on-site. I don't have #'s but I can promise you this is far more prevalent in mexico than it was in colombia, mx's scope is so much broader than colombia's is/was.
