"Ninis" = Contraction: "Ni trabajan ni estudian", Literally: "[They] Don't Work and don't study"
The Governor of Chihuahua Cesar Horacio Duarte Jaquez proposed this week that the 'ninis' presented 3 years of military servce, to prevent them from being recruited for the organized crime and cartels.
Governor Duarte said he would present his law initiative to the Congress, which pretends to recruit ALL legal age people (18+ years old) that don't study and don't work, with salary and studies.
"With this measure the government will channel all the 'ninis' to incorporate them into the Army or the Navy, in all their tasks, and they will receive the right to receive a salary and studies, so as to establish a force that will lead them to change their mentality and behavior", the Governor said.
The observer from the State Human Rights Comission, Gustavo de la Rosa Hickerson considered that the governor's proposal implied a constitutional ammendment to article 4 which refers to the liberty to choose a work, and declared that "staying in their homes and doing nothing is not illegal, in other words, obviously, it is legal to be a 'nini'".
In the political side, this proposal would have to be embraced by the PRI party, which as of today is the biggest political force in the country.
As it's not very popular, this could be a blow to the party's dominance.
The observer also said that he would love to see how they would get the sons of politicians 'ninis', and rich 'ninis', of a higher social status, to work.
This week also, academics, profesionists, entrepeneurs and human rights advocates, urged the government to rescue hundreds of kids of 13, 14 and 15 years who reside in the 24 neighborhoods close to El Paso border, to prevent them from becoming a nest for the cartels.
"When the War on Drugs started, this kids had 13, 14 and 15 years and now they are 17 and 18 years old, they became the deads and killers; if nothing is done, in 3 years this kids will become the murderers and the victims" Rosa Hickerson said.

Well this happened in Mexico last week, interesting and seemingly nice idea this Governor proposed. So if it passes, it looks like I'll be the first one to be drafted..
