BH I mean this with no disrespect because you do know about your area and Im sure you've seem some shit, but you really dont know what you are talkiig about if you think that is true.
At least in the Philadelphia area, heroin is replacing roxis faster then anyone even realizes. And im not talkin in the city itself, because theres always been mad dope usage dowm there. But it is spreading outwards faster than Ive ever seem. I live about 3-4 miles north geographically of where some of the worst ghettos in Philly are at, and back in like 09-10 I very rarely saw people doing H (im such a trend setter haha). And the few people I knew who did were snorters, and only did it because they knew me, and I knew someone who had fam down in the "rough" parts.
But in a span of 2.5-3 years, its completely changed. Most people look at dope as acceptable now. Where as before it was OCs and Roxis that were accepted because they were pharms so ppl just felt better about them, with the recent amount of scandals and BS going on in the pharm biz people are starting to realize heroin is really not much different.
Shit, I know this will make some laugh but I would say 90% of heroin dealers have better morals than any Pharmaceutical company's board of directors. A lot of people sling just because there really isnt any other choice. The only reason they get a bad rep is because of the shootings and the murders.
But if you think about it, all the shootings really are is a form of street court system. Instead of dragging BS cases (suboxone case comes to mind) through courts these guys settle shit a lot more quickly. Sure, it is illegal and they dont even kill the right guy most of the time, but I feel like if there is a concious and objective effort to just make the drug game more like how the La Cosa Nostra would do it, there would be a lot less of a spillover into innocent bystanders.
If these drug dealers and enforcers would just kill each other and stop spraying up whole blocks, people would actually probably not even care. Because at the end of the day, the only difference between a drug dealer on the block, and Purdue Pharma headquarters, is that one of them has buddies in Washington DC with a fat check book and no soul. But on either side, money is still the #1 objective and they could both give two fucks about their public image.
And thats the other thing people dont realize. We create this materialistic world, give the inner city dwellers all the market setups of a huge profitable enterprise, then turn around and wonder why they would rather make money for chilling on the corner then working for it. Like thats what people in the hood do anyway, chill on the corner, so why the fuck would you get a job if you can get paid more and faster for just chilling with your boys?
But really, Big Pharm and those guys are like Stockton dishing to Malone. Big pharm starts the process by getting kids hooked on the "safe" opiates. But eventually some make their way down to the lions, snakes, and gorillas (anyone know that
meek mill line? lol it felt relevant), who are more than happy to give Big Pharm the assist by slamming down some bags. And if you decide you want to stop copping, well now we come full circle back to Big Pharm with their bupe / methadone products.

if there wasnt huge amounts of money involved, the govt wouldnt even waste its time, but there is money involved and its money THEY are losing, so you bet your ass they are going to try and lock these dealers up.
And if you want proof ask any cop whos worked in Philly for a decent amount of time, its not even about getting the small time users anymore. They know whats going on, and some of the biggest drug selling areas usually have plain clothed officers in plain sight. People just dont care, and the cops just dont care, so it is just like they both look the other way.
Not to say the cops "dont care" at all, its just most of them realize pretty damn quick that guns are the number one priority, not chasing junkies. Occasionally if a decently sized drug dealer slips up they will take him down out of necessity. But its like trying to hold a cup of water in your hands, no matter how much you try its all just gonna fall apart and back onto the street anyway.
Most of the cops mentality is simply "I hope I dont get a gun pulled on me today" not "Im gonna bust every junkie I see"
idk im starting to ramble but at least in my area, Heroin is a very very real problem with a very very tricky tricky way to solve it due to all the factors above.
