ok, here's the bit i really don't get. suppose we can make beams that intense, though as has already been pointed out, the suggested intensity of HAARP isn't enough to cause an earthquake. to cause an earthquake, it would have to be reflected back down from space, presumably by a satellite. now if that beam is so intense as to cause earthquakes, what possible material could just happily reflect it back down to earth? as far as i know, something that intense would surely have no problem breaking every type of molecular bond and hence tear apart any material.
the pacific plate is undergoing some rearrangement right now, hence the japan earthquake last week, which though biggish wasn't widely reported, and the new zealand quake not long ago. lets just hope its settled happily into its new position and isn't gonna cause any more quakes.
