In my area they are. If you are addicted to IV heroin, you go into the Methadone program. People addicted to popping and snorting pills go on suboxone. People who snort heroin are sent to Suboxone Programs because they technically aren't experiencing effects from heroin. They even drug test people and have been known to laugh at people who come in wanting methadone from having a 1-2 Vicodina day habit. I would laugh as well.
This isn't true in my area, and trust me, there are A LOT of people going to the clinic every day. I know H is probably the main thing they see in clinics in the city, but where I live H is not popular with the locals and the only time I ever see it is when someone from out of town is staying for a weekend or something.
Here, everyone that's a "junkie" is hooked on some type of pain pill most of the time. We're not talking about 1 or 2 Vics, we're talking more like massive amounts of Opana, Oxycodone, Oxycontin, and well anything else you can think of. If you were to introduce crappy H to this area you'd probably be a rich man but for some reason no one has ever set up shop. I think its related to the massive cocaine/crack problem in the local area, and the fact that no one is willing to "move in" on the market those other guys control.
I'm not making this stuff up btw, you can even drive to the nearest local mid-sized city and look for H all day and probably won't find it. To find H you gotta go at least 1 1/2 to 3 hours outside of this area, the stuff just dose not flow into this area in large enough amounts to sustain a market.
This isn't someone that doesn't have a source btw. In my years here I found tons of stuff, including all the clean LSD I could buy post-2000 raid. I had to look hard, but I could find anything. H required driving too far to make it worth the hassle, and I was really interested in getting it because I had a massive addiction to oxycodone at the time and H worked out to be cheaper. Now-a-days I'm happy that I couldn't get it for a good price whenever I wanted, but back then I would have killed for any type of local connection for the stuff!

Sorry if I gave bad advice, I'm always willing to stand corrected and I don't have much experience with living in larger cities. But out here in the sticks track marks are defiantly not a requirement to get into MMT.
