I think she means legaliseing/decriminliseing small amounts. She fears more people will start useing so the drug dealers will earn more cash.
That would be stupid, and wouldn't solve the problems of government spending and border violence.. Complete legalization with regulation and legalized manufacturing is the only obvious answer.. whats the point in decriminalizing if it's still made on the black market? Not to mention if it's allowed to be produced, it can be sold and taxed, revenue from company profits is spent on employee's salaries to make the drugs. More jobs, more taxes being paid, no more money going back to drug dealing cartels abroad.
Unfortunately, I think she meant exactly what she said, because she would have said decriminalization, if that's what she meant. There's a big difference, and I still have faith that even though her constituence may not have caught the mistake, she fully knew what she was saying didn't make any sense. She's probably just hoping nobody else noticed 8(
Possible motives for what she said: Banking industry has a lot to gain by laundering money for cartels. The industry is probably one of her many campaign sponsors...

Wachovia (now owned by Wells Fargo) and Bank of America, two of the largest banks in the US, admitted that they had not done enough to spot drug money when handling $378.4bn for Mexican currency exchange shops between 2004 and 2007.
In March, the US justice department charged Wachovia with violating the Bank Secrecy Act, legislation which prohibits money laundering, and the bank's new owner paid $160mn in fines and penalties, Bloomberg News reported.
