I was under the impression that tar is #4 as well, just a different variety ...anything you can stick in a rig is #4 right? #3 is only smokeable, and #2 isn't heroin at all technically. I thought tar was, yes more crude w/ more morphine metabolites mixed up in it, but still predominantly diacetylmorphine and just synthesized a different way than ECP, not actually only partially synthesized.
I have seen much conflicting info on this.

It's different degrees of refinement. #4 is the highest purity (often goes by the name of 'China White'), it's basically diamorphine hydrochloride, and dissolves readily for injection in cold water without the need for an acidifier.

#3 which is basically all that we get here in Europe is more adulterated, and generally needs an acidifier and application of heat to make it injectable. I have zero idea where the 'only for smoking' comes from. Sure in some places it's predominantly smoked ; but just about every user I know including myself injects that stuff.
