I don't know. The dope busines works like the oil business. When prices get to low, sometimes they hold on to stocks in an effort to jack up the price. Banks do this with reposesed homes, ect... as far as China, I've been through droughts and there is usually always people that can score good shit in droughts.
Once upon a time, NYC was the epicenter of heroin in the USA (up until the late 80s) 1/2 of the heroin users lived in our near manhattan. One of the epicenters of scoring dope was Alphabet Town, in East Village, near the lower (south) east part of the City. Burned out tennements were turned into dope houses. From what I've read (its called this because they ran out of numbers so switched to letters- this area was also the epicenter of the punk scene, but I digress. East of St. Marks Square you had Ave A,B,C,D. I read that you could get coke on ave C back in the day and dope on ave D. But they had doormen, metal doors, you would slide your cash in or put it in a bucket and dope would come back. They had shooting galleries near by were people with means could pay alittle money for a rig (syringe) and maybe some assistance with bad veins, and have a place to hang out and do their dope. Back then the East Coast dope was from SE Asia. Then in the 90s, the colombians got smart and started growing poppies. They hired expert chemists (it is reputed from SEA) to come over and show them how to make proper #4. Then you started seeing dope of phenomenal purity and while Guiliani was busy cleaning up Manhattan, the epicenter of the dope business moved to New Jersy to towns, like Newark, Camden (I think), then on to Philadelphia, PA, Balitimore MD, and other towns on the Eastern Seaboard (including DC, probably)- its always been ironic that the world biggest narco police country had a huge drug market in the backyard of all the federal buildings (you could see the US Capital building clearly from there).
Busted!- I was doing the Soma shuffle on the keyboard. So anyway, what I was trying to say was that I first heard about them after I had relapsed and was on the clinic in 2003. They called it "hillbilly heroin" probably because it was being obtained in parts of the country that didn't have big heroin scenes. Seatle and San Francisco notwithstanding, heroin was a drug that was very much looked down upon (except for creative parts of LA). Their was an early 90s "heroin chique" stage in the media, but it was villified by the youth in many other places. When I moved back to San Diego in 04' I saw alot of youngsters in the methadone lines. In early 90s San Diego, their were usually only 4 or 5 of us at any given time. But with the advent of oxy- people that would never had used heroin, used oxy thinking it was somehow safer. That got alot of people into the heroin scene. The saltutory effect it had for price was that it competed with dope so you saw the price of tar plumet to compete with oxy. Now its reformulated so alot of former users are going to dope. I've never tried it. The other thing I tried to say is analogous to people comming to CA and getting med MJ card- people were traveling to florida which had looser laws on pain clinics- some of which would advertise in papers- that was quick exam- Rx for say60 80 mg tabs and people on their way. Hopefully legitimate pain patients wount have to suffer now. Their is a South Florida dope thread, my impression was the dope scene was drying up because their was so much OC in florida. So much for harm reduction.

Everyone, stay away from the needle and smoke a test dose if you must- though sometimes dealers can wack dope with bash that can diseceive informed palets, a veteran smoker can usually gauge the quality right away- something thats harder to do with using IV and putting a bit on your tongue.
