I think if IVing drugs didn't cause vein collapse then it would be much less stigmatized. E.g. I've never seen snorting or plugging particularly stigmatized, and the latter is quite disturbing at first thought.
Vein collapse is generally avoidable. I have injected thousands of times and haven't collapsed any veins.

Also, IVing creates track marks, which are obvious. Most people would never ever think about shooting up just because of that.
Track marks are not an inevitability of IVing. Using a new 31g needle every time you inject can reduce track marks, to the point where most people aren't going to notice/stare/say anything about it.
