My guess as its Hawthorne is a coke/crack bust and they didnt find anything, so came back out and needed some paperwork to fill in so of course the random guy standing around becomes "Agressive" all of a sudden and his Dog gets shot.

It may not be strictly true as in law Jancrow, but it's always been true as far as reality goes. In that, when push comes to punch, the police have always, always stopped filming of their naughtiness. america did brilliant out the war in europe actually, money, technology, post war entitlements aplenty and yet they were never bombed on their mainland and they never suffered rationing either, even at the peak of war, as we did for years afterwards. we only just finished paying back the huge amount of money kindly lent to us by america.. yknow, just for standing alone against the might of nazi germany for over a year whilst america watched on newsreel. saved our arses indeed! if we had surrendered & germany had gotten access to our industry & manpower they would likely have overcome the soviets, it being a close run thing pre-stalingrad & that while fighting britain at the same time. or they may have wiped out a still demobilised usa before breaking peace with ussr. so we saved them%)
