You are right about that. GHB is completely under Schedule III in Canada. GBL is what they call a Category I chemical in Canada, meaning it can only be sold to account customers or cash sale customers who produce *suitable* identification. That only pertains to chemical companies that are in Canada though. There are quite a few companies that will ship GBL to Canada with no questions asked like was already stated. The key with those companies is still not to be a dumbass and mention anything that has to do with consumption.
I'm not sure how it works over there, but GHB manufacturing over here is punished much worse than simple possession. They consider you the top of the chain if you are the one making it.
I won't get into your question on how to make it, but as a harm reduction tip I will tell you that if you attempt to make it, make sure to test the PH.
As far as i'm concerned 1,4 BDO is a heavy industrial cleaner and is nowhere near being a GHB substitute. Here is a link that discusses 1,4-Budanedoil Toxicity --
