If you have to be stoned all the time as a side-effect of treatment for a debilitating medical condition, you can probably justify driving high. Recreational use followed by driving isn't necessary at all, it's selfish, reckless endangerment of others.
There are degrees of recklessness and severities of danger. Once one has been smoking for a while and especially when one is an every day smoker driving say an hour after smoking is not very reckless. Possibly no more of an effect on driving competence as having a stressful day at work and or being hungry or something.
