Yes, several injectable benzodiazepines are in a solution of propylene glycol. It has nothing to do with crossing the BBB. It's just getting it into a small enough volume to allow injection. The human body has 4.5-5.7L of blood and benzodiazepines are soluble enough to comfortably remain in solution.
But be warned - when injected, the effects of benzodiazepines can be totally different to when consumed orally. Most people are zonked out but there are a few where the opposite happens and sometimes when that happens, the patient has to be physically restrained which is why there are almost no circumstances where an injectable benzodiazepine would be used outside of a hospital.
