Unless you have moved about the entire region you are attempting to speak for, you can really only comment on where you are and the surrounding areas. If you live along a major drug corridor, you may find that the quality and price are much better. If the temperature and landscape permit large outdoor farms, you may also find that you are able to obtain fresher, higher quality, better priced bud...
So, having lived in Charlotte, Baltimore, and parts of N.J; I would have to say that the bud in Charlotte (The South) is much better in quality and variety - Especially variety. Again, accounting for my own experience, I have the Appalachian Mountains to thank for this, as well as, an avid pot-smoking community in and around the City.

My comments about Northern CA bud is from having lived yhere for the first 18 years of mu life, then 89-2004. San Diego I lived in 1989 (just missed the quake) to 98, then 2004- Now. Fanily from Alaska (anchorage and Seward) we have close famoly members, good friends on the North Shore of Oahu, Mother -in- law lives in Jersey. Been to Oregon and Washington (and Vancouver.) Only scored buds broght back by college classmates from those regions.
Southern CA in the early to mid 80s was only cheap mexican Scwag. In our states better half (NorCal), Green was abudant and good quality thai bud was the schwag. Kind bud was around, just more expensive and hard to find. The quality in Alaska has always been good.
Comming back to San Diego I found alot more kind bud-huge increase
I had a dissapointing experience with Jersey refer- father-in-law smoked me out. NYC I hear has excellent delivery services. We have one near my house in North SD County that delivers med MJ to people with cards. I;m very familiar with the magic of Hawaaian Cannabis having sampled bud from puna, big island (noy specified), Maui, and other strains of Hawaii whose specific origin I don't know.
My wife is from Tuscon and alot of her relatives smoke.
I tried a strain of bud called kryptonite (kripie), a hybrid or pure sativa, I think. South Florida was its origin, grown out doors (don't know how plants can handle the humidity, but it was one of the most potent buds I ever smoked. It almost glowed like cryptonite that superman has to deal with.
The North of CA used to be great for acid. Hits and sheets were dirt cheap. Great E was around. It used to have the highest per capia drug heroin user scene, the prices were lower than the south but the quality was way worse.
Now for hard drugs, the bay has it all, including PCP, in abundance San Jose being a historical hotbed.
San Diego help the title for crystal meth capital of the world for many years.
However, Southern CA, according to pill reports had really good E going around- it had become the capital. If you keep going south, the dope in San Diego was like better than the City by far and better than what i found in LA.
However, the biggest opne air drig market is TJ- were you can fing cheap and pure drugs easily. Coke, crack, meth, shermas, fire heroin, pharms, mex buds, are all found cheapily. Ketamine and pentobarbital used to be easy to find from the many vet hospitals that populated the area. many dope fiend moved there or make the commute every day (or atleast frequently). Ibogaine therapy is also found there.
To the OP, the answer you seek is rgw previous page. Stay at a youth hostel in OB (San Diego) and/ or visit San Francisco, Berkley, Oaksterdam in Oakland, Not to forget Venice Beach in LA. Youth Hostels are great ways to meet people and make connections. OB is kind of the Kings Cross or Nimbin of Southern CA. Venice is kind of like that too.
