somebody who doesn't want to commit a federal crime?I also don't know who would buy an ounce in North Dakota when they could drive just a little bit west into Montana and get a much better deal, LOL

People who don't have a dealer in the state bordering theirs
technically? probably. but i think the feds would take a dimmer view of transporting it across state lines. They're already technically breaking federal law by possessing a controlled substance illegally, are they not?
while, again, it's hard to know how a small amount would be treated, if pot is illegal in your state so you go next door to colorado, buy it and bring it home, you've transported it across state lines which creates the federal issue. To be clear, I was only talking about buying weed for personal use, not trafficking...maybe I should've been clear about that.

or did you intend that people bought an ounce in the neighboring state and smoked it all there before returning home with it? that seems odd.

of course it would. my point is that some people are not willing to take that chance. That would assume that authorities are fully cognizant of the fact that you left your state, went into another state & purchased drugs, then returned to your state.
