The thickness of the accent leads me to believe it is India. The phone number that they contact you from for any inbound calls comes from Canada but those aren't Canadians on the other end of the line.

Not enough to make it worth it, seeing as Dell is dying. Their shitty CS also put me off ever buying anything Dell again, and that was almost 10 years ago.

That's actually the problem. They had moved everything back to the US but the damage was already done and they ended up having to move it overseas again.
