^ I've stored 2C-E (and other 2C-x) in distilled water for a long time without any bacterial growth issues. I've usually kept them in the fridge, but a freezer would be even better to ensure that no bacteria can survive in there.
I'm not sure which additives could be added to ensure further safety of the substance, perhaps someone with better knowledge on the subject could chime in.
Another solution would be to use a water/alcohol suspension for storage, and for rectal administration you could simply measure out the dose(s) and let the alcohol evaporate off before dosing.
Or, you could measure out a small amount of substance to put in solution for liquid measurement (I assume this is why you want to store it in solution in the first place), and keep the rest in powder form for long term storage.
