If people were freely allowed to design drugs and the consumers knew what they were going to get, I would imagine that all of these crappy bath salt like drugs would disappear over night.

I guarantee you it's already happening on a smaller scale in Washington and Colorado. All the dopers are running game on the residents and tourists who have smoked themselves into a stupor. I like how they show the tax revenue figures for these states, I'd like to see how much the meth, heroin, oxy, and cocaine users have stolen from weed abusers now that it's legal.
because they are easy prey for one. and two, there is so much heat on the hard addicts already, that they wouldn't dare attempt modern day Viking raids on stoned out of their mind tokers, because it would be a pr nightmare and would end up in a crackdown on meth and heroin in any major city that tried it. But if drugs were legalized, it would be like all of a sudden the Ninja Turtles didn't have to creep about in the sewers, and could come out of the shadows. All hell would break loose, imho.
