I an assuming there is as you said a difference in geographical terms... What your describing as drugs would be described as a medicine in the uk. A drug, in this area/culture is a mind altering substance. Caffeine is a drug as it has stimulant effects, nicotine also, alcohol, although not paracetamol, asprin or testosterone.
Anything that is psychoactive but medicinally used can either be a drug or medicine depending on the context, if somebody is abusing benzos or tramadol they are taking drugs, if somebody is using them for a medical reason it's a medicine...
