The difference is often that the black junkie's family is busy working two minimum wage part-time jobs each in the innercity trying to survive, so they don't have the time to go out on a crusade against heroin usage destroying their children, or that their parents/family are junkies/dealers themselves and dead. I honestly think it's much more of the former, though.
