Drug dealer time. It's just how it works. Hah. 30 seconds away means like 5 minutes.. 10 minutes means more like a half hour.. etc etc.

Yeah it's frustrating. That's why it's good to have multiple dealers, and have your guy know that too. Competition makes them work harder, just like in any business. But if they think you're not going to ever go anywhere else, than they can be late and do whatever the hell they want. So, you can't let them think you need them that much (even if you actually do and dont have any other options).
