Can anyone define precisely the idiom "You are the heart and soul of this place / city / wherever" ? I hear it used, it always seems appropriate whenever it's said, and I have an unspoken sense of the situations where it's an appropriate thing to say. But if I were to say this to someone, what's the entirety of what I'm implying?
 
depends on the context used.

could be a shipping director without whom the entire shipping department of a corporation may fall apart.

could be the owner of a jazz club who whenever he comes in, everyone thanks him for the great times and memories theyve had in his club. and that is all he ever wanted, to make sure people have a great time :)

could be a person who whenever they walk into a room they brighten everyones day and bring their great energy & make people smile & laugh.

could be a great many things.
